So the opportunity for public comment on bus service is finally here, and half of the public meetings are in locations or at times when there is no bus service. Does anyone know why RTD does not consider bus riders to be stakeholders.

Yes, that is pathetic scheduling of meetings by RTD. The Evergreen locations are partially excusable because Call n Ride service is provided during the day, and the types of people living up there generally only use the bus to commute to work. On the other hand, there is no good excuse to schedule metro-area meetings away from bus service.

CDOT did the same thing up here before. They scheduled a meeting about the North Front Range EIS at the Budweiser Center, 1 mile from the nearest bus stop along a fast road with no sidewalks. Meanwhile, Longmont gets 2 meetings, one at the Downtown library, and the other somewhere in Firestone. Why is it that they expect all of Fort Collins, Loveland, and Greeley to compromise on the location, yet bend over backwards to accommodate the area where I-25 has already been widened?
